Build a Safer Workplace in Toronto with ISO 45001 Certification
ISO 45001:2018 is the first internationally recognized standard related to Occupational Health and Safety Management Systems. Its primary objective is to prevent ill-health and injuries at a workplace by eliminating OHS hazards/risks and by complying with applicable OHS legislation.
This standard uses a structured and disciplined methodology for reduction/elimination of OHS hazards/risks using a process approach combined with risk-based thinking. The primary goal of ISO 45001 is to prevent illnesses, injuries, workplace deaths by fostering proactive rather than reactive safety culture.
Many businesses in Metro Toronto’s construction, warehousing/logistics, automotive and other sectors are now embracing ISO 45001 over Certificate of Recognition (COR) to enhance health and safety practices and regulatory compliance.
Ontario legislated the acceptance of ISO 45001 as equivalent to the Certificate of Recognition for public sector procurement and other OHS purposes. This equivalency applies to public-sector procurement, allowing companies with an ISO 45001 certification to participate in contracts where a COR is typically required. The aim is to streamline safety procurement, reduce administrative burden for businesses that hold ISO 45001, and create more competitive opportunities for public contracts.
ISO 45001 provides an OHS management system whereas COR is like an OHS program. COR is weaker on the front end (planning), meaning it does not define the OHS elements requirements that well. COR relies on the auditing tool in terms of intent behind the requirements. COR is also very limited in terms of management leadership/commitment and monitoring/measurement/analysis/evaluation of OHSMS.
However, achieving certification with ISO 45001 standard within your organization is not a one-time thing. It requires leadership, accountability, and commitment to bring ISO 45001 based OHSMS consistent with your organization’s strategic plan. In addition to certification, ISO 45001 application paves the way to develop your people, reputation, and long-term business sustainability.

ISO 45001 Certification Process
Our ISO 45001 consultants in Metro Toronto make sure your team has a satisfactory, effective and efficient experience with the systematic process of obtaining the certificate. Here is a basic road plan that we use for Toronto businesses:
Step 1: OH&S Gap Assessment Using structured gap analysis checklist customized for your business sector, our ISO 45001 consultant in Metro Toronto will determine what is acceptable and what needs to be developed/revised between ISO 45001:2018 requirements and current occupational health and safety practices.
Step 2: OHS Manual/Scope/Policy Write an OHS Manual (optional) that customizes the requirements of ISO 45001 Standard requirements for your organization’s scope of OHSMS and aligns with your organization’s strategic plan. In addition, draft an OHSMS policy that fulfills requirements of ISO 45001 Standard.
Step 3: OHS Hazards/Risks Keeping in mind all physical, chemical, biological, ergonomical, psychological, and psycho-social OHS hazard categories, our ISO 45001 consultants in Metro Toronto will facilitate the identification of OHS hazards/risks based upon functional activities/products/services using an appropriate risk assessment criterion provided in ISO 45001 Standard, leading to OHS Risk Register. In addition, identify legal and other requirements applicable to your organization’s activities/products/services, termed as OHS Legal Register.
Step 4: OHS System Procedure/Operating Procedures/Work Instructions/Tools/ Controls Based on OHS Risk Register and OHS risk threshold determined by your organization, determine how many System Procedures/Operating Procedures/Work Instructions/Tools are required for an effective and efficient OHSMS, leading to OHSMS on paper.
Step 5: Implementation and Training Provide employee and management OHSMS training using appropriate OHS content and delivery options, followed by a quiz. With the aid of questionnaires for management and employees, roll out OHSMS and assist the management and employees in creating adequate evidence of implementation.
Step 6: Internal Audit To determine the effectiveness of implementation, our competent and certified auditors assess the OHSMS using a process approach and risk-based audit process, leading to determination of conformities and nonconformities. The nonconformities are resolved using root cause analysis and corrective action process.
Step 7: Management Review Management Review is conducted to determine suitability, adequacy, and effectiveness of the OHSMS using a customized comprehensive checklist based on the management review inputs required by ISO 45001 Standard.
Step 8: Certification Audit The third-party registrar performs Stage 1 audit to determine effectiveness of OHSMS documentation and readiness for Stage 2. We at JSA Inc. are there for you in guiding the resolutions for any gaps identified by the registrar. Stage 2 audit is then conducted to determine how effective is the implementation of the OHSMS. We again stand by you for resolving any nonconformances, leading to issuance of certification.
Step 9: Post-certification Support Even after your certification of OHSMS, we will continue to coach, guide and help maintain your OHSMS with our professionals by conducting surveillance audits, implementing continuous improvement strategies, updating risk assessments, monitoring OHSMS KPIs, and actively engage stakeholders.
