What is COR in Manitoba?

The Certificate of Recognition (COR®) is a Manitoba recognized health and safety accreditation that verifies an employer’s occupational health and safety program meets established COR program requirements, audit tool questionnaire, and expected compliance with Manitoba OHS legislation.

In Manitoba, the COR program operates through SAFE Work Manitoba — the prevention division of the Workers Compensation Board (WCB) — in collaboration with industry partners such as the Construction Safety Association of Manitoba (CSAM). SAFE Work Manitoba oversees the province’s SAFE Work Certified program, which recognizes COR-certified employers and provides access to WCB prevention rebates.

COR demonstrates that a company has implemented a systematic, proactive approach to preventing workplace injuries and ensuring alignment with Manitoba OHS required compliance.

Why COR Matters?

Beyond demonstrating an employer’s commitment to reducing workplace injuries and illnesses through effective OHS hazard control, COR offers tangible business advantages:

  •       Strengthen Legal Compliance and Due Diligence – The Occupational Health and Safety provisions under The Manitoba Workplace Safety and Health Act and The Workplace Safety and Health Regulation require every employer to take all reasonable precautions to protect workers.
COR certification verifies that your company’s health and safety management system meets the standards recognized by SAFE Work Manitoba and the Workers Compensation Board (WCB) for due diligence, compliance, and effective injury prevention.
  •       Pre-qualification for contracts- Required to bid on government and large industrial projects.
  •       Access to Financial incentives – COR-certified employers in Manitoba may qualify for financial incentives through the Workers Compensation Board (WCB) and SAFE Work Manitoba’s SAFE Work Certified program.
Eligible employers can earn prevention rebates of up to 15% of their WCB premiums by maintaining a certified health & safety program (such as COR) and demonstrating strong safety performance.
  •       Improve Safety Culture that leads to fewer workplace injuries, lower claims and downtime, and higher employee morale and retention.

Typically, the COR process takes 6 to 12 months, depending on your organization’s current health and safety status, OHS culture, leadership commitment, and COR program requirements/audit tool knowledge/extent of legislative mandate. JSA Inc.’s structured approach, every client gets certified faster the first time with no shocks and surprises.

No, COR certification is not mandatory in Manitoba, but it is strongly encouraged and often required by many public- and private-sector project owners.

While The Workplace Safety and Health Act and The Workplace Safety and Health Regulation require all employers to maintain a safe and compliant workplace, COR certification is a voluntary program that formally verifies your health and safety program through a recognized third-party audit administered by the Certifying Partners.

A COR certificate in Manitoba is valid for three (3) years, provided the company successfully completes the required annual maintenance audits.

Here’s how the cycle works:

  • Year 1: Full external audit by an IHSA-approved auditor. If successful, IHSA issues the COR 2020 certificate.
  • Years 2 and 3: The company must complete and submit internal maintenance audits to IHSA to demonstrate ongoing compliance and continual improvement.
  • Year 4: The organization must undergo a new external recertification audit to renew its COR status for another three-year cycle.
