What is COR in Northwest Territory ?
The Certificate of Recognition (COR®) is a Northwest Territory recognized health and safety accreditation that verifies an employer’s occupational health and safety program meets established COR program requirements, audit tool questionnaire, and expected compliance with Northwest Territory OHS legislation.
In Northwest Territory, the COR program operates through Workers’ Safety and Compensation Commission (WSCC) and delivered through the Northern Safety Association (NSA) — the territory’s exclusive Certifying Partner.
COR demonstrates that a company has implemented a systematic, proactive approach to preventing workplace injuries and ensuring alignment with Northwest Territory OHS required compliance.
Why COR Matters?
Beyond demonstrating an employer’s commitment to reducing workplace injuries and illnesses through effective OHS hazard control, COR offers tangible business advantages:
- Strengthen Legal Compliance and Due Diligence – The Safety Act (Northwest Territories and Nunavut) and the accompanying Occupational Health and Safety Regulations require all employers to take every reasonable precaution to protect workers.
COR certification verifies that your company’s health and safety management system meets the standards recognized by the Workers’ Safety and Compensation Commission (WSCC) and the Northern Safety Association (NSA) for due diligence, legal compliance, and effective injury prevention. - Pre-qualification for contracts- Required to bid on government and large industrial projects.
- Access to Financial incentives – While Northwest Territory does not currently offer direct financial rebates or WCB premium incentives tied to COR certification, participating employers benefit indirectly through:
o Fewer workplace incidents and claims costs
o Improved WCB performance and rate stability
o Greater competitiveness and access to new contracts
o Reduced downtime and enhanced productivity
- Improve Safety Culture that leads to fewer workplace injuries, lower claims and downtime, and higher employee morale and retention.

Typically, the COR process takes 6 to 12 months, depending on your organization’s current health and safety status, OHS culture, leadership commitment, and COR program requirements/audit tool knowledge/extent of legislative mandate. JSA Inc.’s structured approach, every client gets certified faster the first time with no shocks and surprises.
No, COR certification is not mandatory in Northwest Territory, but it is strongly encouraged and often required by many public- and private-sector project owners.
While the Occupational Health and Safety Act (Northwest Territory) and its OHS Regulations require all employers to maintain a safe and compliant workplace, COR certification is a voluntary program that formally verifies your health and safety management system through a third-party audit administered by the Northern Safety Association (NSA) and overseen by the Workers’ Safety and Compensation Commission (WSCC).
A COR certificate in Northwest Territory is valid for three (3) years, provided the company successfully completes the required annual maintenance audits.
Here’s how the certification cycle works:
- Year 1: The company undergoes a full external audit conducted by an approved Certifying Partner auditor (e.g., SCSA, HCSAS, MSA). If successful, the organization is issued the COR certificate.
- Years 2 and 3: The company must complete and submit internal maintenance audits to its Certifying Partner to demonstrate continued compliance and system improvement.
- Year 4: The organization must undergo a new external recertification audit to renew its COR status for another three-year cycle.
