What is COR in Ontario?

The Certificate of Recognition (COR®) proves a company’s commitment to workplace safety and compliance by meeting Ontario’s COR program requirements and audit tool questionnaire. In Ontario, the program is administered by the Infrastructure Health and Safety Association (IHSA) — one of the Ministry of Labour’s approved Health and Safety Associations (HSAs).
COR® demonstrates that an employer has implemented an effective program to identify, assess, control, and continually improve workplace health and safety performance by mitigating OHS hazards/risks.

Why COR Matters?

Beyond demonstrating an employer’s commitment to reducing workplace injuries and illnesses through effective OHS hazard control, COR offers tangible business advantages:

  •  Strengthen Legal Compliance and Due Diligence – Ontario’s Occupational Health and Safety Act (OHSA) requires every employer to take all reasonable precautions to protect workers. Achieving COR certification confirms your company has an effective, audited health and safety program that aligns with standards recognized by Ontario’s Chief Prevention Officer (CPO) for due diligence and compliance.
  • Pre-qualification for contracts- Required to bid on government and large industrial projects.
  •  Access to Financial incentives: While Ontario doesn’t offer an automatic rebate, COR-certified employers can qualify for financial incentives through the WSIB Health and Safety Excellence Program (HSEp) or the Supporting Ontario’s Safe Employers (SOSE) program.
  •  Improve Safety Culture that leads to fewer workplace injuries, lower claims and downtime, and higher employee morale and retention.

How long does it take to achieve COR certification in Ontario?

Typically, the COR process takes 6 to 12 months, depending on your organization’s current health and safety status, OHS culture, leadership commitment, and COR program requirements/audit tool knowledge/extent of legislative mandate. JSA Inc.’s structured approach, every client gets certified faster the first time with no shocks and surprises.

Is COR certification mandatory in Ontario?

No, COR certification is not mandatory in Ontario, but it is strongly encouraged and often required by many public- and private-sector project owners.

While the Occupational Health and Safety Act (OHSA) requires all employers to maintain a safe and compliant workplace, COR certification is a voluntary program that formally verifies your health and safety program through a recognized third-party audit administered by the Infrastructure Health and Safety Association (IHSA).

However, many organizations—such as Metrolinx, Infrastructure Ontario, the City of Toronto, TTC, and other municipalities—require COR certification as a condition for bidding or maintaining eligibility on large construction and infrastructure contracts.

How long is a COR certificate valid?

A COR certificate in Ontario is valid for three (3) years, provided the company successfully completes the required annual maintenance audits.

Here’s how the cycle works:

  • Year 1: Full external audit by an IHSA-approved auditor. If successful, IHSA issues the COR 2020 certificate.
  • Years 2 and 3: The company must complete and submit internal maintenance audits to IHSA to demonstrate ongoing compliance and continual improvement.
  • Year 4: The organization must undergo a new external recertification audit to renew its COR status for another three-year cycle.
